Its hard to disagree with a statement like that. The observation that I would like to add is that sometimes promoting education may be as simple as being willing to have people work for your organization who are smarter then you. I would think that would be analogous to making alliances with an army which is stronger than you militarily. At some point you might start to worry that they will take over. There's no point in winning a war just to distribute the spoils among your friends. And not even keep the biggest piece. ... Scary stuff.
